Research 

In the field of constitutional law, Professor Müller-Franken’s research focuses on the general doctrines of basic rights and the basic rights of communication, and in the field of organizational law on the basic decisions shaping the constitution, on the constitutional rules of the European Monetary Union, on the provisions of the German federal government and the constitution of the military.

In administrative law, Professor Müller-Franken deals primarily with concepts and institutes of general administrative law, including their application to police law.

In the field of financial law, Professor Müller-Franken researches the types of levies that state practice has developed within the framework of the constitutional order.

In the field of tax law, Professor Müller-Franken examines the constitutional foundations of taxation and explains the provisions of the German Tax Code forming part of administrative law in the Großkommentar zur Abgaben- und Finanzgerichtsordnung [Major Commentary on the Tax and Fiscal Court Code] by Hübschmann/Hepp/Spitaler.

In state church law, one focus of his work is on issues of church finances (PDF). Professor Müller-Franken is a member of the scientific advisory board of the Institute for State Church Law of the Dioceses of Germany.
