Guideline of the Philipps-Universität Marburg for dealing with institutions, universities, scientists, scholars and students from the Russian Federation and the Republic of Belarus
The Philipps-Universität pauses all activities that are connected with a direct or indirect sponsorship of state institutions and business enterprises in Russia or Belarus. This concerns not only direct research cooperation with the partner institutions there, but any form of joint scientific and cultural programs. In programs sponsored by international or national research organizations, all restrictions of the sponsors are taken into account.
Philipps-Universität sees scientific exchange as a way to promote mutual understanding and to strengthen a culture of peace. To our scientific friends in Russia and Belarus, who condemn the war of aggression on Ukraine as much as we do, we therefore remain closely connected on a personal and scientific level and continue cooperations on an individual level. In doing so, Philipps-Universität keeps a close eye on the legal and ethical regulations for dealing with security-related research. We keep open access routes for scientists and students from Russia and Belarus to Marburg.
Employees of the Philipps-Universität should not undertake business trips to Russia or Belarus. Permission may only be granted in exceptional cases, especially for medical cooperation projects. All study scholarship programs for the stay in Russia or Belarus will be suspended or already approved scholarships will be withdrawn. Cancellation costs incurred due to necessary obligations in reliance on the approved scholarship may be settled within the framework of the regulations of the scholarship program. Individually organized study trips to Russia or Belarus are strongly discouraged.
People with Russian or Belarusian roots currently working or studying at Philipps University are an integral part of our university community as university members. Our solidarity is with all university members who stand up for freedom, democracy and self-determination and we vehemently oppose any form of discrimination among this group.
